Final leaderboard
The American carded a blemish-free 68 at Salem Country Club to finish two clear of overnight leader Kirk Triplett.
Brandt Jobe grabbed third spot following a level-par 70, with Tom Lehman and Fred Couples a further shot back in a share of fourth at eight under.
Beginning the day a shot off the pace, Perry pulled alongside Triplett with an opening-hole birdie and grabbed the outright lead when Triplett bogeyed the third.
Triplett - who shot a major record-equalling 62 on Thursday, then cancelled out a birdie at the fourth with a blemish at the next, as Perry picked up a shot at the sixth to double his advantage.
Back-to-back bogeys by Triplett from the eighth saw Perry reach the turn four clear, only for the 54-hole leader to birdie the 10th and bounce back from a bogey-five at the 13th with gains at the 14th and 16th.
Perry parred each hole along the back nine to set the clubhouse target at 16 under, with Triplett unable to make any further inroads along the closing stretch as he signed for a one-over 71.
Bernhard Langer, who won the first two senior majors of the year, signed for a four-over 74 to end the week tied-18th, while Colin Montgomerie posted a final-round 73.
